White Cane Day Proclamation

The following proclamation from Governor Perry was sent to me by Gloria Jackson from the Dallas chapter.

It is important that all Texans have the opportunity to live active, independent lives. By supporting initiatives that promote safe mobility, we can help Texans who are blind or visually impaired to gain independence and realize their dreams.

For Texans who are blind or visually impaired, the white cane is an important tool for self-reliance and full participation and inclusion in our society. The use of white canes, dog guides, and public and private transportation programs has ensured Texans who are blind or visually impaired can travel efficiently and safely, breaking down barriers to success and independence.

In 1964, Congress passed a resolution allowing former President Lyndon Johnson, a Texan, to proclaim October 15 to be White Cane Safety Day. Here in Texas, we also recognize this day as a time to promote the independence of Texans who are blind or visually impaired, and to increase public awareness of mobility and safety issues concerning people with visual impairments.

At this time, I urge all Texans to promote the safety and well-being of their fellow Texans. Individuals with visual impairments play invaluable roles in the Lone Star State. Supporting their efforts to contribute to our workforce and lead full, independent lives will make for a stronger Lone Star State.

Therefore, I, Rick Perry, Governor of Texas, do hereby proclaim October 15, 2011, to be

White Cane Safety Day

in Texas, and urge the appropriate recognition whereof.
